HB 2484

HB 2484 (Original intent: require double majority interpretation for ORS-195.205-215…..current version contains who knows what???) is now on the House Land Use Committee's 4/15 (was 4/18) work session schedule.

Since our last update, we've learned a bit more about Dennis Mulvihill. He's a lobbyist for Washington County. Washington County's legislative agenda regarding annexations is: "Support legislation directing the creation of a legislative task force that makes recommendations to the 2007 Legislature on methods to integrate the state's annexation, land use and local government finance laws. Support efforts to clarify whether single or double majority votes are required to approve annexations in Multnomah, Clackamas and Washington County regions."

Got all that? They're apparently not interested in making any of the changes we want in the current session (if ever). Neither is the League of Oregon Cities.

We need reform NOW - not 2 years down the road! The task force idea is fine - AS LONG AS THERE'S A DUAL HAMMER THAT PROVIDES:

A) A moratorium on all discretionary annexations other than by property owner request or by double majority approval until the task force is finished, and,

B) A sunset clause that provides automatic reform if the task force fails to agree by the deadline.

This was the original vision of the task force as conveyed to me by by Rep. Garrard when the idea first surfaced.

These messages need to be made clear to the legislative members of the work group, because it is crystal clear which direction the League and Wa. Co. will try to steer the group. I'm sure everyone knows what these cities would do with 2 more years of status quo and no "Hammer."

As of yesterday, a floor vote was expected next week on SB 887. We still don't know what all the version passed out of Senator Ringo's committee contains. We're told the engrossed version should be up on the website early next week.
