SB 887A Hearing on Wednesday

SB 887A is currently scheduled for a public hearing and work session on May 11, 1:30 PM, Hearing Room 50 at the Capitol before Rep. Garrard's House Land Use Committee.

We've covered the details of this bill previously. We view it as the "other leg" of the annexation reform effort in this session (HB 2484 is the first leg). Per Rep. Greenlick's request, OCVA has not put out a general call to lobby for the bill, based on the fact that the committee is fully aware of its contents and implications.

I plan to attend the hearing and speak in favor of the bill - with a couple reservations:

A) The moratorium on island annexations should apply statewide, not just to Beaverton

B) How do we reconcile the amendment to ORS-195 in SB 887A (sunsets 1/08) with the similar amendment in HB 2484 (no sunset?). We prefer amending ORS-195 via the provision in 2484.

C) Be sure representatives of citizens' groups are appointed to the task force.

There are a couple other concerns revolving around constitutionality issues….but we do not intend to broach them because we're running out of time and we don't want to jeopardize getting at least something out of this bill.

At this time, I'll ask just the chairpersons of our various citizens' groups and affiliates to contact the committee members (Reps Bill Garrard, Robert Ackerman, Mary Nolan, Mitch Greenlick, Mac Sumner, Gordon Anderson and Patti Smith). This bill made it through the Senate with only two dissenting votes. I believe a majority on the HLU committee will be supportive.
