HB 2484 PASSES SENATE!

Dear OCVA Members & Friends:

HB 2484 just passed - as written - on the Senate Floor by a whopping 23 - 3 margin!!! The bill clarifies the voting provision for ORS-195 "service provider" annexations as meaning "double majority."

This decade-long crusade has now completed the most critical parts of its journey and is headed to Governor Kulongoski. Given the huge margin of support in both chambers, we think the chance is good that he will sign it into law.

Please pass the word far and wide. I don't know who the 3 "no" votes were…we assume one of them was Senator Burdick's. It really doesn't matter.

Needless to say, this is a BIG DAY for all of us. Once again, let's pause to remember and thank those who have been at our side through this battle:

Representatives Krummel, Avakian, Garrard, Ackerman, Greenlick, Patti Smith, Anderson, Sumner plus the rest of the 45 YES votes in the House

Senators Ringo, Atkinson, Shields, Beyer, Bruce Starr, Charles Starr and the rest of the 23 YES votes in the Senate

Legislative Staff members Dawn Phillips, Katie Lowrie and Lindsay Luckey for keeping us well-informed and going to bat for us when we needed it the most.

…Hope I didn't miss anyone. Most of all, this was a victory for "THE PEOPLE" who came together and fought for it!

BUT DON'T FORGET - THERE IS ONE FINAL STEP:

We must now - ALL of us - contact Governor Ted Kulongoski and ask him to sign the bill. His phone number is 503-378-3111 or he can be contacted through his website at www.governor.state.or.us.

Remember, it's NUMBERS. Spread this to everyone you can think of - because you know what the League and its allies will be trying to do.

I'm not popping the lid on the champagne bottle yet - but do have the corkscrew in hand! WELL DONE TO ALL!!

Jerry Ritter
Secretary, OCVA
