More Good News!

More good news from the Capitol today: HB 2722 has passed the Senate, although narrowly with 17 "Yes" votes.

This is the bill that revokes a city's right to veto incorporation of another city within 3 miles of its border. The bill was introduced by Rep. Mitch Greenlick in response to Beaverton's aggressive annexation policy. When one group of citizens announced they would rather incorporate as a separate city rather than be snagged by Beaverton, Beaverton's mayor threatened to invoke the 3 mile rule to deny them that option.

OCVA got involved with HB 2722 late in the game after it had already cleared the House and after it was pointed out by some of our new friends up north that the bill fits within our mission of protecting citizen involvement. We subsequently provided all Senators with an explanation of the bill and asked for their support at the same time we asked them to vote for HB 2484.

But this victory belongs to the Cedar Hills folks, Rep. Greenlick and others who worked the bill from the beginning - WELL DONE!  Needless to say, the usual opponents are not happy over this latest event. Senator Burdick was very vocal against the bill on the floor. But once again, the Senate did the honorable thing, and we very much appreciate that.

The bill now heads to the Governor. If you haven't contacted Governor Kulongoski yet on HB 2484, you need to do it immediately - and get everyone you can to do the same. Please include a request for him to sign HB 2722.
