ORS-195 reform - clarification

Regarding the "Good News Flash" earlier: I had assumed that as much as we've talked about ORS-195 and reforming that statute during the past 2 years everyone would know what HB-3211 was. Apparently not, as I've received several questions.

3211 was our bill from the last session to clarify the meaning of ORS-195.205(5) as meaning "double majority" instead of "combined vote" for ORS-195 annexations. This was the bill we got out of committee on a 5:1 "do pass" recommendation, but which was then not allowed to move forward, reportedly because of house speaker Karen Minnis' decision. ORS-195 is by far the biggest and most contentious annexation issue in the state. Some of Oregon's most powerful lobbies will bring out their heaviest artillery against this one, so we'll need all your help.
