2005-02-22 AlertLegislative UpdateThings are happening fast in Salem! Here's an update of bills we're following, plus several new bills of interest: CURRENT BILL STATUS HB 2484 (the main bill to amend ORS-195): Still waiting on another hearing to be scheduled by the House Land Use Committee as promised. We've picked up sympathy - if not outright support - from Representative Gordon Anderson (on the committee) and co-sponsorships from House Majority Whip Rep. Derrick Kitts & Rep. Bob Ackerman. STILL NEED TO KEEP PRESSURE ON THE LAND USE COMMITTEE TO MOVE THIS BILL AS WRITTEN - ASAP! DON'T FORGET THE OFF-SITE HEARING THIS COMMITTEE HAS SCHEDULED ON ANNEXATION & Measure 37 for MARCH 2, 6:30 PM at Mt. Hood Community College. SB 380 (Senate Companion bill): dormant in the Senate Environment & Land Use Committee. SB 491 (other Senate Companion bill): dormant in the Senate General Government Committee SB 648 (revokes the ORS-268 prohibition against Metro cities using ORS-195): Still unassigned. (Note: per the Metro spokesman, Metro is not actively lobbying for this bill. But a Metro document - Exhibit "A" to Resolution 04-3512 - lists the revocation of the ORS-268 prohibition...which they call a "scrivener's error"....as a legislative priority) SB 699 and SB 728 (exempt Nike and "certain" other businesses from forced annexation, but don't grant anyone else the same right): Still unassigned. EVERYONE SHOULD CALL OR EMAIL SENATE PRESIDENT COURTNEY WITH THE MESSAGE THAT THESE BILLS MUST BE AMENDED TO GIVE EVERYONE THE SAME RIGHT! 503-986-1600 sen.petercourtney@state.or.us NEW ANNEXATION BILLS JUST INTRODUCED SB 887 (Repeals ORS 222-750 "island annexation" statute). Not yet assigned. SB 886 (Requires public hearing prior to annexation without election). Not yet assigned SCHOOL SDC BILLS SB 307: Dormant in the Senate Environment & Land Use Committee since Jan. 19. HB 2523 (House companion bill): Assigned to State & Federal Affairs with subsequent referral to Ways & Means SB 742 and SB 743: Just introduced; not yet assigned I continue to believe our main focus must remain on HB 2484. The House Land Use Committee (Reps. Garrard, P. Smith, Anderson, Ackerman, Sumner, Nolan and Greenlick) still need to have the emails and calls pouring in asking them to move this bill AS WRITTEN out of committee ASAP with a "do pass" recommendation. You've all done a good job so far, and mostly because of your work, annexation is a hot topic at the capitol. It is unprecedented, at least in modern history, to have this many annexation-related bills in the process. But there's a lot of work still to do - we can't back off and sit on our laurels! NUMBERS!
