HB 2484 floor vote Thursday!
We've been advised by Rep. Krummel's office that a floor vote on HB 2484 is expected Thursday this week. Floor session starts at 11:00 AM. Rep. Krummel would like to meet with interested parties at 10:45 in the 3rd floor gallery above the House chamber. Unfortunately, I have a conflict and will not be able to attend.
HB 2484 as passed out of committee 6 - 0 last week clarifies the interpretation of ORS-195, sections 205 - 215 as requiring "double majority" approval for ORS-195 ("service provider") annexations. It's something we've worked on for almost 8 years.
If you have not already done so, please contact your representatives immediately and urge a "YES" vote on HB 2484 to bring some much-needed fairness to the ORS-195 annexation process. In light of the passage of SB 887 last week which includes a 2.5 year moratorium on "single majority" ORS-195 annexation approvals, I suspect that our opponents have been frantically trying to secure "NO" votes on 2484 - which does NOT have a sunset clause.
Realistically, these two bills are likely to be reconciled if 2484 survives a floor vote. Rep. Krummel will carry 2484 on the House floor and we've asked all the sponsors to speak in favor. Whatever happens, you should all be proud of the work you've done. We are also very thankful for the great efforts of Rep. Krummel and the other sponsors on our behalf: this is what "representation" is all about!
